The 2026 Joint Operational Review and Evaluation (Core) Programme held at the Manekshoh Center in New Delhi provided a platform for in‑depth discussion of the key challenges facing national security and emergency management this year. Senior officials from the Defence, Home, and Foreign Ministries, the Indian Police Service, and emergency response units from various states and centrally administered territories, as well as international security experts and academic researchers, participated in the event. Over two days, the sessions reviewed last year’s joint operational procedures, reiterated evaluation standards, and set new strategic directions for future operations.

Key points of the programme included digitising risk assessment, proposing an integrated command platform to strengthen multi‑agency collaboration, and introducing special training modules to enhance readiness for climate‑induced disasters. The director of the Manekshoh Center stated that the Core Programme’s purpose is not only to identify past operational errors but also to present practical measures for correcting them. The event featured multiple case studies, simulation exercises, and presentations of international best practices, giving participants the opportunity to test real‑time decision‑making skills.

During the closing ceremony, the Central Home Minister underscored the continuity of the Core Programme as essential for strengthening the national security framework and called on all agencies to adopt a collaborative approach. An implementation plan developed as a result of this programme has been proposed for execution in the next financial year, expected to bring a significant improvement to India’s emergency response capability.
