Through the joint efforts of the Ministry of External Affairs and the National Human Rights Commission (NHRC), the fifth ITEC Executive Capacity‑Building Programme held in New Delhi will provide advanced training in the field of human rights to senior officials of National Human Rights Institutions (NHRIs) of the Global South.

The Fifth International Training and Exchange Center (ITEC) Executive Capacity‑Building Program Officially Commences at the National Human Rights Commission (NHRC) Campus in New Delhi with Support from the Ministry of External Affairs.

The program, organized in collaboration with the Ministry of External Affairs, aims to reinforce India’s commitment to South‑South cooperation and to equip senior officials of National Human Rights Institutions (NHRI) with advanced skills in human rights standards, monitoring mechanisms, and effective reporting. Representatives from more than 30 countries across Africa, Asia, and Latin America, drawn from diverse cultural and legal backgrounds, participated in the session.

Key components of the program included expert lectures and case‑study sessions on international human rights law, disciplinary procedures, digital human rights, and the human rights dimensions of current global challenges such as climate change and public health crises. The Minister of External Affairs highlighted that this training reflects India’s active role in multilateralism and human rights protection, while the NHRC chief noted that such capacity‑building initiatives will help national institutions operate in line with international standards. At the conclusion of the program, a bilateral dialogue session will be held, during which participants will discuss best practices that can be implemented in their respective countries, thereby fostering future collaborative projects and joint research opportunities.
