In the PMAY‑G reform dialogue held in Lonawala, lending institutions presented a framework for providing institutional loans for affordable rural housing with the cooperation of state‑level financial institutions, HFC, SFB, MFI, and RRB.

The Ministry of Rural Development and National Housing Bank (NHB) brought together various lending institutions at the “Pradhan Mantri Awas Yojana‑Gramin (PMAY‑G) Reforms Dialogue” held in Lonavala, where detailed discussions took place on new models of institutional financing for rural housing. In this forum, State Financial Corporations (SFC), State Financial Banks (SFBs), Microfinance Institutions (MFIs) and Regional Rural Banks (RRBs) presented their respective proposals. He explained that along with the existing direct subsidy‑based model, low interest rates, flexibility and faster disbursement can be provided to the beneficiaries through institutional loans. Towards this end, the NHB hinted at setting up a special “Rural Housing Fund”, whereby each state will allocate targeted funds to its financial institutions.

During the dialogue, various states highlighted their specific needs and how implementing institutional credit at the local level would improve access for beneficiaries. He suggested that the Social Security Benefit Card be accepted as the primary document instead of the income certificate, simplifying the loan eligibility criteria. Additionally, it was recommended to adopt income-based schedule and digital payment system for loan repayment, which would increase transparency and timeliness of transactions. Under this proposed framework, increasing the maximum limit of institutional loan from the currently available Rs 2.5 lakh to Rs 5 lakh is also being considered, thereby enabling more households to get affordable housing.

Given the potential benefits, the Ministry announced to implement this model in a pilot phase and pledged to work with the States to prepare a detailed action plan in the next few months. If successful, this initiative will not only accelerate the goals of PMAY‑G, but also strengthen rural financial inclusion, which is expected to significantly improve the availability of affordable housing in rural areas of India.
