The central government has sought public input and consultation from relevant stakeholders on the network design of the proposed BB‑PPDAR system to strengthen national disaster management, thereby enhancing connectivity and the effectiveness of relief operations.

The National Disaster Management Authority (NDMA), while finalising the format of the Broadband Public Protection and Disaster Relief (BB‑PDR) system, has decided to invite public opinions and stakeholder suggestions on network design. The main aim of this initiative is to provide fast and reliable internet connectivity in disaster‑affected areas, enhance emergency communication, real‑time data collection, and the coordination capacity of relief operations. The proposed system envisions a mixed use of fiber‑optic, satellite and mobile broadband technologies for rural and remote areas, thereby addressing existing network gaps. The government has given citizens, local bodies, telecom companies, disaster‑management experts and NGOs the opportunity to submit their views through an online portal and public workshops.

Stakeholders have raised key questions on network coverage, data security, cost‑effectiveness and the feasibility of local maintenance. Several experts, noting the lack of fiber‑optic infrastructure in rural regions, have recommended a combination of small‑cell towers and low‑orbit satellite (LEO) services. They have also demanded stricter encryption standards to ensure data privacy and the veracity of information during disasters. The government has pledged to incorporate these suggestions into the final design after technical evaluation, so that the BB‑PDR system can make a significant contribution not only to disaster management but also to the goal of digital inclusion.

After the conclusion of this public consultation phase, NDMA said that a detailed technical report will be prepared based on the feedback received, and in the next stage a budget and timeline will be set for project implementation.
