The central government has taken steps to enhance the effectiveness of the Protection of Civilians Act and the SC/ST (Prevention of Atrocities) Act by establishing special courts, a fast‑track grievance portal, a comprehensive awareness campaign, and a victim assistance system.

The central government has recently unveiled a comprehensive plan to strengthen the implementation of the Civil Protection Act (CPA) and the Scheduled Castes/Scheduled Tribes (Prevention of Atrocities) Act (SC/ST POA). Under this plan, special courts are being established, designed to expedite the hearing of cases registered under these acts. The special courts are constituted with experienced judges, social justice experts, and police representatives, enabling the judicial process to be accelerated while understanding the complex social background of the cases. Additionally, extra resources are being allocated within the existing judicial framework to reduce case load, thereby sparing victims from the burden of prolonged hearings.

In the domain of victim assistance, the government has announced a plan to open branches of the National Victim Assistance Centre (NVAC) in every state. These centers will provide legal counsel, psychological support, and financial assistance, ensuring victims receive the necessary cooperation to obtain justice. Moreover, the digital complaint redressal portal has been strengthened, where an initial investigation is initiated within 48 hours upon online complaint filing. State and local administrations are mandated to provide real‑time data through this portal, aiding enforcement agencies in taking prompt action.

Regarding awareness, the government has ordered a nationwide comprehensive public awareness campaign. This campaign will disseminate information about SC/ST rights, provisions of civil protection, and complaint procedures across schools, colleges, panchayat meetings, and social media platforms.
