Telecom Ministry Extends Deadline for Stakeholder Comments on Draft DRM‑Based Digital Addressable Systems Audit Manual, 2026

The Ministry of Telecommunications announced today that the deadline for stakeholders to submit comments on the draft of the DRM‑based Digital Addressable Systems Audit Manual, 2026 has been extended. The manual, which was introduced in draft form in 2025, aims to establish standards for data security, privacy, and compliance for cable networks, broadcasting channels, and other digital services.

The draft clarifies rules for controlling the distribution and access of digital content using DRM (Digital Rights Management) technology, and also presents a structured framework for audit procedures. The ministry stated that giving industry representatives, technical experts, and consumer groups additional time to provide detailed feedback will improve the manual’s practicality and implementability.

Under the new deadline, stakeholders can submit their comments within 30 days. The ministry also clarified that all received suggestions will be taken into account, the final document will be revised, and implemented within the next year. This step is expected to result in a robust regulatory framework for digital addressable systems, protecting consumer rights while encouraging industry innovation.
