India and Japan have issued detailed guidelines for operating a joint loan mechanism to strengthen economic cooperation, accelerating investment in both countries’ infrastructure and innovation projects.

India and Japan have recently issued a detailed operational manual for the operation of a Joint Loan Facility, aimed at systematically enhancing financial cooperation between the two countries in infrastructure, energy, digital technology, and sustainable development sectors. The manual clearly defines loan eligibility criteria, project selection procedures, evaluation and risk management, and repayment terms. Specifically, projects are required to meet standards of economic benefit, environmental sustainability, and social inclusiveness, ensuring alignment with the development goals of both nations. In addition, the manual outlines the role of a bilateral coordination committee in loan approval, monitoring reporting, and transparency measures, to provide confidence to investors and public stakeholders.

This step falls within the broader framework of the India‑Japan strategic partnership, which includes several agreements to promote cooperation in defense, science‑technology, and trade sectors. In recent years, the two countries have provided joint financial assistance for numerous infrastructure projects, and this new manual will make such collaborations more systematic and effective. Experts believe that the mechanism will not only accelerate the implementation of large‑scale projects but also give small and medium enterprises access to international financial resources, benefiting both India’s economic growth and Japan’s investment strategy.

Following the publication of the operational manual, financial institutions and relevant ministries of both countries will soon organize detailed workshops and consultation sessions so that potential borrowers and project sponsors can understand the benefits of the mechanism and participate effectively. The initiative is expected to deepen economic ties between India and Japan and accelerate progress toward sustainable development for both nations.
